I am directed by Secretary Sir E. Grey to ac-
knowledge the receipt of your letter 25554/10 of the

27th ultimo forwarding copies of despatches from
the Officer Administering the Government of Hong
Kong upon the subject of the additional taxation im-
posed on opium by the regulations which are being
enforced by the Chinese authorities in the Province
of Kwang Tung.
In Sir F. May's despatch of July 16th last the
action of His Majesty's Consul-General at Canton is,
as you are aware, severely commented upon. The ac-
cusation made against Mr. Jamieson that he gave his
approval to the regulations, when submitted to him
in draft by the provincial authorities, without any
reference to His Majesty's Legation or to the
Government of Hong Kong is so serious that Sir E.Grey
is of opinion that he should be given an opportunity
